I haven't tried it myself since I'm useless with image editors, but the technique described to me was basically:
Take a greyscale image
Convert it to RGB color, with each of the 3 channels having the same value as the original Grey.
Run the filter.
All three channels should still be the same.
Convert the image back to greyscale by deleting two of the channels.

The speech bubbles look decent enough to me. I'd use a handwritten looking font for SFX and side-text like that "Yeah, right?" to match the original. Sure, putting the translation beside SFX is the standard way for EHCOVE stuff, you can edit the easy ones. If you can edit out the Japanese title, go for it. Maybe use various colors for the letters to make it somewhat similar to the original. And I'd suggest picking a different font for that as well.

I want to proofread a translation note... but I want to cross-reference it on the source material so that I could have the idea on what to proofread/edit. Is there any text aggreator and ocr for images available out there? Ones that i can use offline.

Hey, I'm a beginner editor, just want to ask a question. If there are sets with textless versions available, would it be faster just to add text bubbles onto those rather than clean out texts? If so, what text bubbles should I use for it?

Are the bubbles in the raw version opaque or transparent. If opaque, then it might be faster to clean them, unless some text (usually moans) goes partially outside the bubbles (I'm talking about you, BLACK DOG), then it depends. If you end up adding bubbles yourself, then I'd try to match the raw version's. Also, does the textless version contain sfx and action lines or other non-verbal cues? If not, but the raw version does, then do you want/need them?

Hmm that's a yes to everything. It's because of the transparency which makes it so annoying to clean, that's why i thought making my own bubbles would be faster.

Some CG sets use black and white at certain opacity values for bubbles. In that case you can just put the textless version at the bottom and the one with text above. Then mask out the text and put a new layer between them, paint in the bubbles with black or white and then find the correct opacity setting to match it. (often something like 50% or 75%) Like this: [ imgur.com] https://imgur.com/a/OwN95auIf the bubbles use something other that black or white it's difficult to find the correct color to match it. In that case you might be better of either completely replacing the fill of the bubble or just remaking the bubble from scratch. Same for when you have some crazy pointy bubbles with moans in them that spill over the bubble. Just mask them out and remake them. As for making new bubbles, you can use the pen tool to make shapes (in PS, no idea how that works in Gimp or other software). Just trace them from the original to match the design.
