Are price controls coming? If Congress (House and Senate) votes to give the President emergency authority to declare a specific sector of the free market (eg. wholesale fuel prices) as being subject to emergency price control by the government, then President Biden can stop inflation SYMPTOMS temporarily. The underlying problem would actually escalate under price control, but temporary price controls may help democrats maintain majority control of Congress after the midterm elections in November.

Price Controls are most effective on durable permanent objects that are not eliminated from the marketplace when consumed. For example, Rent Control is effective because the housing is durable and doesn't disappear after it is consumed for a month. Gasoline and Food are more difficult to implement price controls because these items disappear from the market after purchase since gasoline is combusted and food is eaten. Because the item isn't durable, the sellers and producers of these goods can REDUCE the quantity sold (supplier-side hoarding) until the prices rise again. Thus, price controls can result in product shortages as producers refuse to make more product available until the price goes up. There have been individual cases of producers forced to produce a product, but those are individual isolated cases. It should be unconstitutional for the president to be given authority to order a retailer to purchase goods at a loss leader price, a factory to produce goods at full capacity, a distributor to restock goods at full capacity, or a farmer to resume farming at full capacity.

Humorously, the Republicans tried to reduct the bill's scope with an amendment that failed to pass:
"Prohibits the President from declaring an energy emergency if his average approval ratings are below 50 percent." As the democrats are in control of many congressional committees, this amendment failed to pass the Rules Committee and thus is not part of the bill that was voted upon (and passed) in the House on May 19th.
